MEET THE TEAM

Cristiana Barkhouse is Senior Vice President & Assistant General Counsel for Balfour Beatty Investments. In this role, she focuses on legal support for the company’s military housing portfolio, providing legal advice and strategic oversight across regulatory, operational, and transactional matters, including contracts, governance, and compliance.

Prior to joining Balfour Beatty in 2009, Cristiana was a member of the Real Estate groups at Morgan, Lewis & Bockius LLP and Ballard Spahr LLP, where her practice focused on commercial real estate transactions. She holds a Bachelor of Arts from McGill University and a Juris Doctor from the University of Pennsylvania.

David Berman is the Chief Compliance Officer for Balfour Beatty Communities. He is responsible for driving operational and regulatory compliance programs across the business and leading initiatives designed to reinforce and further embed ethics and compliance within the organization.

David’s 20 years of experience as a compliance and investigations professional includes extensive work designing and managing ethics and compliance programs, as well as representing corporations and individuals in internal and government investigations. He holds a Bachelor of Arts degree from Amherst College and a Juris Doctorate degree from New York University Law School.

Sarah Bitto serves as the Senior Vice President and Corporate Controller, responsible for oversight and management of the Company’s accounting and financial reporting processes and systems as well as the budgeting and forecasting process.

Sarah has been with the company for 16 years in a variety of increasingly responsible positions.

Linda Bradley is Senior Vice President of Operations and Chief Services Officer for Balfour Beatty Communities, responsible for developing and overseeing operational strategy, including operating systems and technologies, policies and procedures, field training, management reporting, vendor relations and other business support.

Linda has been with company for more than two decades in a variety of increasingly responsible positions. She also serves as Treasurer for the Balfour Beatty Communities Foundation.

Jenna Calhoun is Vice President of Delivery Excellence for Balfour Beatty Communities, leading programs, processes, and technology solutions that enable teams to deliver exceptional resident experiences across the Military Housing portfolio. She focuses on operational consistency, process improvement, and equipping teams with the resources and support needed to perform at their highest level.

Jenna brings more than 15 years of experience scaling programs, governance models, and operational solutions across the real estate, technology, and hospitality industries. Prior to joining BBC, she held leadership roles in global account management enablement and product at JLL, where she led initiatives focused on operational excellence, talent development, and client experience. Known for combining strategic vision with practical execution, Jenna is committed to helping teams deliver consistent, high-quality service. She also serves as President of the Society for Hospitality and Foodservice Management, supporting the advancement of workplace hospitality.

Leslie Cohn is Executive Vice President and General Counsel for Balfour Beatty. In this role, Leslie oversees the Legal function for the company’s portfolio, with over $1 billion in projects spanning a variety of social and economic infrastructure sectors. This includes public-private partnerships; development, asset and property management services; and multifamily, military and student housing business segments. Leslie’s primary responsibilities include managing legal activity surrounding the company’s transactional matters, litigation, regulatory compliance, and corporate governance.

Previously, Leslie served as Senior Vice President and Associate General Counsel of GMH Communities Trust, a NYSE-traded real estate investment trust. Prior to that, she was a member of the Business and Finance group of Morgan, Lewis & Bockius LLP, where her practice focused on securities law, venture capital finance, mergers/acquisitions, and general corporate matters. Leslie received her Juris Doctor in 1998 from The University of Michigan Law School, and dual Bachelors of Arts degrees, with honors, from Emory University in 1995.

Lisa Dailey is Senior Vice President, Business Development & Multifamily Acquisitions for Balfour Beatty Communities, with primary responsibility for the identification, development and growth of new business opportunities in the multifamily sector. Lisa’s 25+ years of experience includes asset valuation and acquisition, financial modeling and underwriting, market strategies, due diligence, contract negotiation and partnership within the multifamily industry. Previous to her current role, she held the position of Executive Vice President at Incore Residential, and prior to that was Vice President of Business Development for Franklin Street Financial.

Lisa holds a current Florida Real Estate Broker’s License and serves on the University of Florida Real Estate School Advisory Board.

Michael Duffey, Senior Vice President, Multifamily & Student Housing Operations, is responsible for overseeing the development and management of operations for Balfour Beatty Communities’ multifamily and student housing portfolios.

Mr. Duffey has 10+ years of experience in residential property management that includes operations, customer service, facility management, investment analysis and value-add programs. Prior to his current role, Michael served as Vice President, Portfolio Investments and Regional Property Manager for Balfour Beatty Communities where he oversaw both the operations and renovations programs for his portfolio. Prior to joining Balfour Beatty Communities, Michael held various operational positions at both Madison Apartment Group and Camden Property Trust.

Michael holds a B.B.A from Temple University in both Real Estate and Finance. He is also an active member of IREM where he holds an ARM designation.

Dan Grucza is Senior Vice President of Environmental Management for Balfour Beatty Communities. In this role, Dan leads the Environmental function, focusing on managing environmental risks, advancing policies and procedures, and ensuring compliance with evolving regulations.

Prior to joining Balfour Beatty, Dan served as the Global Environmental Director for Southwire Company, LLC. He also held the position of Counsel at Hunton, Andrews Kurth LLP, where he specialized in Environmental, Health, and Safety Law.

Dan holds a Juris Doctor degree from Faulkner University Jones School of Law, as well as Masters and Bachelor of Science degrees, with honors, in Chemical Engineering and Industrial Engineering from Auburn University.

Jennifer J. Hill is the President of Military Housing for Balfour Beatty Communities, responsible for leading the full scope of the company’s military housing operations. In this role, she oversees strategic and day‑to‑day operations, drives operational excellence, enhances the resident experience, and strengthens partnerships with the Department of Defense and the Military Services.

Jennifer brings nearly 30 years of real estate, operational, and strategic leadership experience. Prior to joining Balfour Beatty Communities, she spent 28 years with Jones Lang LaSalle (JLL), most recently serving as Managing Director and Global Head of Strategy and M&A Execution. Earlier in her career, she was a founding member of JLL’s Public Institutions business, where she served as a Principal Advisor to the U.S. Army on Military Housing Privatization Initiative (MHPI) programs and supported the Office of Energy Initiatives (OEI).

Travis Hodges is Vice President of Military Facilities Management for Balfour Beatty Communities and oversees facilities operations across Air Force, Army, and Navy installations. He focuses on strengthening maintenance delivery, improving operational consistency, and supporting teams in meeting safety, compliance, and environmental standards. Travis joined BBC in 2021 and brings more than 15 years of facilities management experience, including service as a combat veteran.

Travis is known for his collaborative, team oriented approach and for investing time in developing others. As a recipient of the Exceptional Future Leader Developer Award, he emphasizes practical guidance, clear communication, and ensuring teams understand both the “how” and the “why” behind their work. He continues to support field teams in building strong processes, responsive service, and reliable facility operations across the Military Housing portfolio.

Patrick Hyams serves as Vice President of Military Facilities Management for Balfour Beatty Communities, overseeing facilities operations across the West Region. He leads the development and execution of facility management strategies, quality control initiatives, and performance standards supporting military housing communities.

Since joining BBC in 2020, Patrick has held leadership roles in both quality control and facilities management. His background spans technical, planning, and quality-focused positions in government and civilian contracting. He works closely with regional teams to drive efficiency, sustainability, and compliance across all assets under his leadership.

Nick Imel is Vice President of Military Facilities Management for Balfour Beatty Communities, overseeing the delivery of facilities management services across Military Housing communities in the Northeast and Southeast portfolios. Nick joined BBC in 2017 as Operations Director at West Point Family Homes and later served as Regional Operations Director for the Army Northeast. He brings 20 years of facility and property management experience, including more than 16 years dedicated to military housing.

Raised in the military communities he now supports and the child of a Navy veteran, Nick brings a grounded understanding of the residents and missions served by these installations. He focuses on strengthening day to day operations, supporting onsite teams, and ensuring consistent, reliable service across the regions under his leadership.

Edward Lopes serves as Vice President and Project Director at Balfour Beatty Communities, overseeing development work across the Navy housing portfolio. Ed focuses on the management of capital projects, asset preservation, and sustainability initiatives. He also serves as the main point of contact with the Navy Business Agreements Management Team for the portfolio’s ground leases and business documents.

Ed has more than 20 years of experience in the field, including roles in civil engineering, development and construction. He holds both an undergraduate degree in civil engineering and an MBA from the University of Rhode Island, and is a registered Professional Engineer in Rhode Island, Massachusetts, and Maine.

Ty McPhillips is Vice President of Project Management for Balfour Beatty Communities, responsible for coordinating and executing development work across the company’s Air Force housing portfolio. Ty has more than 17 years of experience in the development and operational oversight of residential housing and infrastructure initiatives. He previously served in a similar Project Management position with GMH Military Housing.

Prior to his work in the residential sector, Ty honorably served for 20 years as an active-duty officer in the Army with assignments throughout the United States and overseas. His last assignment with the Army was the Garrison Commander for Carlisle Barracks, US Army War College, located in Pennsylvania.

Starla Miller, Senior Vice President, Military Operations for Balfour Beatty Communities, has executive leadership responsibility for the oversight of day-to-day property management and operations across the Military portfolio.

A dedicated MHPI property management professional with more than 18 years of experience, Starla joined BBC in 2011 as a Traveling Community Manager and steadily progressed into roles with increasing responsibility, most recently serving as VP Operations for the Navy portfolio. Starla also previously served as the Chair for the NAA Privatized Military Housing Committee.

Her extensive industry work includes active participation in the Institute of Real Estate Management (IREM) where she maintains the Accredited Residential Manager (ARM®) designation. Ms. Miller is also a Certified Defense Privatization Manager (CDPM™).

Justin Mueller is Vice President of Technical Services for Balfour Beatty Communities will lead the continued development and implementation of our technical quality control processes. Justin will also manage relationships with our national vendors supporting facilities management, and work with the teams to update and improve our warehouses with a focus on inventory management and control.

Justin has been with BBC for more than 15 years, most recently serving as VP Facilities Management for the Army portfolio. His We Care mindset, infectious energy and resident-first approach will be critical to advancing our goals across the Facilities Management function.

Maureen Omrod, Senior Vice President of Marketing and Communications, is responsible for overseeing Balfour Beatty Communities' corporate marketing and communications functions.

Maureen has delivered strategic marketing and communications leadership in the residential housing industry for several years, and brings a resume of more than 20 years in marketing and communications operations with a background that includes extensive construction and government contracting industry expertise. She formerly served in a similar position for Day & Zimmermann, where she oversaw corporate marketing and communications for the global engineering, construction and defense contracting firm.

Charles E. (Chuck) Parker is the Executive Vice President of Military Housing Development for Balfour Beatty Communities, leading the company’s real estate development strategy across its military housing portfolio. In this role, he oversees capital project planning and execution, asset preservation initiatives, sustainability and resilience programs, and other key development activities that ensure long-term value and high-quality communities for service members and their families.

Chuck was honored as a 2023 National Defense Community Champion by the Association of Defense Communities.

With more than 35 years of experience in residential development and operational oversight of public-private partnership (P3) housing and social infrastructure, Chuck has held senior leadership roles including Executive Vice President of Business Development and President of public‑private real estate organizations. Before joining Balfour Beatty Communities, he guided major P3 initiatives across the country, bringing deep expertise in planning, financing, and executing complex development programs.

Chuck served in the U.S. Army as a Captain and is a graduate of the U.S. Military Academy at West Point.

Michael Price is Executive Vice President, Residential Housing, with responsibility for the evaluation and coordination of multifamily acquisitions and ground-up development opportunities. He specializes in evaluating and structuring real estate transactions, as well as implementing strategies to optimize the Company’s real estate portfolio. Prior to his current role, Mike worked in the Company's finance and asset management division, where he was a key member of the team managing projects to design, build, renovate, finance and operate military and student housing through partnerships with various entities.

Mike has more than ten years of experience in the real estate industry with a focus in finance, asset management and property management, having held previous roles in the student housing division for GMH Communities Trust. Prior to that, Mike was part of the financial and market analytics team at Jones Lang LaSalle.

Brandon Rhine is Vice President of Health & Safety for Balfour Beatty Investments, responsible for improving safety practices across the company with the ultimate goal of achieving Zero Harm. Brandon’s efforts include team member engagement and education, as well as the continuous development, planning and improvement of safe work practices.

Brandon previously worked internationally as a firefighter, paramedic and health and safety officer in locations such as LOGCAP 4 and 5 project sites in the Middle East, McMurdo Station in Antarctica, and on the Department of the Navy and Air Force Operations and Maintenance projects across Pacific atolls. His most recent work was leading health and safety programs for turn-key wind farms and commercial construction projects across North America.

Brandon has completed Department of Labor/Occupational Health and Safety Administration training programs and holds a Doctoral degree in Public Health.

Katie B. Richardson is Senior Vice President and Head of Asset Management at Balfour Beatty Investments, overseeing the asset management function across projects in military, multifamily and student portfolios. She leads a diverse team of experienced asset management professionals focused on optimizing asset value through the management of financial metrics, capital projects, and operational performance.

With more than twenty years of experience in the industry, Katie has held various roles at Balfour Beatty spanning both Project Finance and Corporate Accounting. She holds both a Bachelor of Science in Business Administration from Villanova University and a Master of Business Administration from The Wharton School.

Ken Sperry is Vice President, Environmental Management for Balfour Beatty Communities. In this role, Ken oversees the environmental management and sustainability function for the company’s residential real estate portfolio. This includes public-private partnerships; development, asset, and property management services; and multifamily, military and student housing business segments. Ken’s primary responsibilities include managing environmental and sustainability activities surrounding the company’s property management and development, litigation support, regulatory compliance, and corporate governance.

Ken has a master’s degree in environmental engineering, as well as a bachelor’s degree in civil engineering and is a registered Professional Engineer.

Kelly Spinola serves as Executive Vice President of Resident Experience for Balfour Beatty Communities, where she leads facilities management and operations to enhance the living experience for military families.

She brings more than 20 years of leadership experience in real estate and facilities operations, with a focus on driving operational excellence and delivering high-quality resident services across large portfolios.

Prior to joining the company, Kelly held leadership roles in global real estate and facilities management, including positions with JLL.

Theresa Steele serves as Vice President of Project Management for Balfour Beatty Communities. In this role, she oversees development work across the company’s Army housing portfolio, including coordinating the financing, scheduling and execution of construction and renovation projects.

Theresa has been with Balfour Beatty Communities for more than 16 years and has served in many integral roles for the company’s Military Housing portfolio throughout her tenure, including Finance Specialist, Community Manager, Regional Manager and Project Director.

Cheryl Sutton, Vice President, Military Operations for Balfour Beatty Communities, oversees day to day property management and operational performance across the Air Force portfolio, with a focus on operational excellence, compliance, leasing support, partner engagement, and resident relations.

With 14 years of MHPI experience across multiple service branches, Cheryl has a proven record of enhancing operational efficiency, strengthening team performance, and building effective partnerships. She began her MHPI career as a Leasing Agent and has steadily advanced through roles of increasing responsibility.

Cheryl earned her Certified Property Manager (CPM) designation through the Institute of Real Estate Management (IREM) in 2024.

Shawna Swanson, Vice President, Military Operations for Balfour Beatty Communities, has executive leadership responsibility for the delivery of property management services across the Army military housing portfolio comprising of over 18,000 homes.

With over 25 years of experience in residential property management, Shawna first joined the Company in 2010 as a community manager and has since served as a regional property manager and assistant vice president for the Army portfolio. Prior to her role at Balfour Beatty Communities, Shawna managed a portfolio of multifamily properties in the Midwest.

Joanne Taylor is Senior Vice President of Human Resources for Balfour Beatty Communities, spearheading strategic planning and execution of HR initiatives in support of the business needs and the company’s mission. Joanne has over two decades of HR experience, specifically in talent management, change management, and diversity and inclusion initiatives. Previously, she held roles as VP of HR and VP of Operations at Clear Employer Services, LLC (PEO).

Joanne holds a B.A. in Business Management from DeSales University, where she graduated Magna Cum Laude, as well as an MBA from Cedar Crest College.

Dreamer Thorn serves as the Vice President of Military Operations at Balfour Beatty Communities, where she oversees the day-to-day property management and operations across the Navy portfolio ensuring the efficient performance of Navy assets, including leasing activities, and fosters strong relationships with partners and residents.

With over 17 years of experience in Military Housing Privatization Initiative (MHPI), Dreamer brings a wealth of expertise in optimizing operations, enhancing efficiencies, and cultivating high-performing teams and partnerships. Her journey began in the Air Force portfolio, as a service center coordinator and progressed through roles of increasing responsibility with her most recent position as Regional Operations Director with BBC’s Army portfolio.

Dreamer holds the Accredited Residential Manager (ARM), Certified Defense Privatization Manager (CDPM), and Certified Apartment Manager (CAM) designations. Additionally, she proudly carries the legacy of her family's service, being the daughter of a retired Marine, which instills in her a deep understanding of military culture and values.

Christopher Yellen is Vice President of Learning, responsible for prescribing, designing, and delivering learning solutions, on-boarding programs, e-learning and distance training across the company’s portfolio of communities. His experience in building learning content that is aligned with the company’s business goals will help continue a growth mindset for the organization.

Christopher joined Balfour Beatty Communities after 24 years with Choice Hotels, where he collaborated with multiple business functions to train franchisees, owners, and contact center associates across their global family of brands.
